RURAL ECONOMICS
The article contains the analysis and evaluation of dynamics and structure of agriculture expenditures from various levels of the budgetary system of the Republic of Belarus for the period from 2015 to 2019. Agricultural subsidies are provided from the State budget in the context of the national economy financing. The main types of agriculture budgetary investments are expenditures to agricultural organisations, agricultural production development, preservation and expansion of farmland, and other issues in the analysed area. The features of agriculture budgetary financing of the Republic of Belarus are revealed.
The system of indicators for efficiency assessment of fuel and energy resources usage in agriculture, in terms of its industries and types of products, taking into account the need to make balanced management decisions on the principles of process-functional approach, which contributes to a comprehensive assessment of the resource potential of Agroindustrial Complex are developed in the article. Approaches to the integrated management research of fuel and energy resources (in particular the energy of decentralized energy sources), focused on analytical methods and tools, are systematized. A comprehensive analysis of the fuel and energy resources usage in agriculture for the period 2000–2019 and the peculiarities of its implementation are presented.
The article reveals the features of the development of cooperative-integration relations in the agro-industrial complex. In particular, the main features of the development of modern cooperative and integration relations in foreign countries, as well as in the agro-industrial complex of the Republic of Belarus, are systematized. The main groups of models typical for all cooperative-integration structures of various levels of management in the agro-industrial complex are presented. An algorithm for an efficient cooperative and a highly profitable cooperative-integration association is proposed. The urgent need for the development of cluster structures at the present stage is reflected (taking into account the advanced foreign experience), in this connection, a scientifically based algorithm and concept for the creation and functioning of clusters in the agro-industrial complex has been developed.
The article considers the essence of the financial stability of agricultural organizations, analyzes the approaches to the formation of criteria and defines the methods of its assessment. The actual state of the financial stability of agricultural organizations, its indicators, as well as the factors that influence it are studied.
The author’s theory of the material interest of employees, managers and landowners in the establishment and effective operation of non-profit agricultural organizations is given in the article. It is developed on the basis of generalization of positive examples of the creation and functioning of a non-commercial method of agricultural production. For this, materialistic dialectics, philosophical method, social logic and political economy were used.
The vegetable market is the most important segment of the food market of the Republic of Belarus, which is determined by the importance of these products for the formation of a balanced diet and health of the country’s population. The article presents scientific approaches to the formation and development of the vegetable market, as well as substantiates the goals, principles, conditions and factors that determine its effective functioning. Highlighted the functional features of the category «vegetable market», covering the stages of production, distribution, exchange and consumption of goods and services, based on the laws of value, supply and demand. Strategic and operational methods for analyzing the internal and external economic environment of the vegetable market have been substantiated, on the basis of which reserves for increasing the efficiency of economic entities are revealed.
The article deals with global climate change, its dangers and possible advantages in the agricultural sector of the economy. Various approaches to the development of adequate measures to respond to such changes are presented. It is noted not only the fact of vulnerability, but also the availability of adaptive capacity in agricultural production for sustainable and cost-effective functioning. An algorithm for neutralizing the negative effects of global climate change is considered and possible positive trends in agricultural production in Belarus are presented.
