RURAL ECONOMICS
The regulatory and legal framework in the sphere of digitalization of agroindustrial complex management is analyzed. The system of republican public administration bodies in the context of digital development of agriculture was defined, including two blocks of subjects: public administration in the field of digital development and sectoral management of digital development in the agroindustrial complex.
Within the framework of the modern institutional mechanism of digitalization of the agroindustrial complex management, the main subjects, their functions and infrastructural components that provide the necessary conditions for the introduction of information and communication technologies in the agricultural sphere, the implementation of state projects of sectoral digital development, the formation of a network system of interaction and digital technological base of industry management have been established.
The article presents the results of the assessment of the influence of the main components of natural and economic potential on the results of agricultural organizations located in different agroclimatic and administrative regions of the republic; the algorithm of such assessment is proposed and tested; the grouping of agricultural organizations on the basis of the values of the integral index of resource potential taking into account the degree of influence of each factor, established using correlation and regression analysis, on the value of gross agricultural output is carried out.
The author’s definition of such concepts as ‘state support of agroindustrial complex’ and ‘tax burden’ is given. The author proposes an algorithm for making managerial decisions to reduce the costs of taxes and fees paid by agricultural organisations within the framework of the current legislation. The model of financial management and controlling of tax burden is presented, including the relationship with accounting and contractual policies, existing benefits and tax calendar.
The analysis of approaches to the definition and provision of economic security, as well as factors and risks of agricultural organizations is presented, the author’s developments within these categories are proposed. The results of the study allow to define the concept of economic security of agricultural enterprises, identify key factors affecting their stability in modern conditions; contribute to the development of effective management approaches to ensure sustainable development of agricultural organizations within regional structures.
PROBLEMS OF AGROINDUSTRIAL COMPLEX INDUSTRIES
The article reflects the main trends in the development of the fruit and vegetable segment of the consumer market of Belarus, which have developed under the impact of the coronavirus pandemic and in the course of defending national interests on the world stage. The instruments of its regulation are presented and a critical review is conducted. This made it possible to identify the advantages and weaknesses of the measures taken. Particular attention is paid to the issues of creating and operating stabilization funds for food products and price control over the behavior of product suppliers and trade organizations.
Promising directions for the development of grain processing enterprises, whose products are strategic goods and long-term storage, are considered. The current state of grain processing has been studied, the main measures for increasing its volumes and obtaining high-quality and competitive products have been identified.
FOREIGN EXPERIENCE
The article presents the results of systematization, analysis and generalization of existing foreign experience in the field of definition (identification) of rural areas and their typology. Distinctive features of classifying areas as rural, typical for the countries of the European Union and Organization for Economic Cooperation and Development member states, are revealed. The content, possibilities and limiting factors of using methodological approaches to developing typologies of rural areas are established.
