Abstract

This article substantiates and analyzes the model of stimulating localized import-substituting exports (SLISE) within the context of the agroindustrial complex of the Republic of Belarus. Drawing on comparative analysis, an assessment of international practices, and statistical data, the study reveals the essence of the SLISE model as a strategy that transforms classical import substitution from a defensive into an offensive paradigm. In this framework, the domestic market serves as a testing ground for technology and process refinement, rather than being the ultimate goal.

The research systematizes the model’s key characteristics, presents a cyclical algorithm for its implementation, and argues for the determining role of state institutions, as well as the necessity of embedding an export orientation at the stage of designing and modernizing production facilities.

Abstract

An algorithm for identifying and quantifying barriers to digitalization was developed and tested using the Republic of Belarus as an example. An in-depth analysis of the factors identified key issues related to the insufficient implementation of digital solutions in agricultural production management systems, which was used to develop proposals for mitigating these barriers.

Abstract

This article presents the results of a study examining the relationship between workers’ compensation and their performance. Key indicators used to assess agricultural labor performance are identified, and criteria characterizing labor performance in monetary and physical terms are examined. An assessment of the effectiveness of labor costs in agricultural production is provided, linked to labor producti- vity. A conceptual model of an end-to-end labor incentive system aimed at strengthening the link between wages and labor performance is proposed.

Abstract

A website classification is presented. Options for creating online presences are analyzed: custom- made websites, websites created using content management systems (CMS), and website builders; the advantages and disadvantages of each approach are highlighted. A classification of agricultural enterprise websites presented on the Ministry of Agriculture and Food portal is provided.

An overview of legislation regulating website operation in the Republic of Belarus is presented. A differentiated list of characteristics for assessing website quality is prepared.

Methodological approaches to the comparative analysis of agricultural organization websites are considered.

Abstract

This article examines the system of state regulation of dairy prices in the Republic of Belarus as an integrated structure comprising the regulatory framework, institutional mechanisms, and price instruments. The development and operation of three subsystems – organizational, functional, and regulatory – are examined. A graphical model of the dairy price regulation system based on the Plan-Do-Check-Act (PDCA) cycle is proposed, along with a critical analysis of the existing regulatory framework. Based on consumer price dynamics for 2022–2024, the effectiveness of price regulation in the domestic market is analyzed. Key factors in maintaining a balanced state pricing policy are identified, as the dairy industry’s production potential expands.

Abstract

The article presents the key distinguishing characteristics of the concept of ʻeconomic securityʼ as distinct from the concept of ʻeconomic efficiencyʼ. The article presents the results of a study of mechanisms for ensuring economic security in agricultural organizations used in international practice. Their essence, key features, advantages, and disadvantages are outlined, and areas for development in modern conditions are formulated. The research results allow for the formulation of relevant approaches to improving methodological tools.
