Abstract

Approaches to the formation of key directions of sectoral development at the regional and national levels have been systematized, which allowed us to identify the main areas and tools of state regulation, to compile a matrix of target interests of interacting entities. For the purposes of taking into account in the development strategy of a particular region its distinctive features and growth points, the interpretation of the balanced scorecard is presented, which served as the basis for the proposed management system of balanced development of industries of the agroindustrial complex on the basis of institutional opportunities of digital transformation.

Information is provided on the current state of the grain subcomplex in Belarus, in particular the Minsk region. The necessity of further development of high-tech agroindustrial production of a full cycle of in-depth processing of key grain crops on the basis of the Belarusian National Biotechnology Corporation is substantiated. This can help to increase the profitability of the main farms of the Minsk region.

The features and challenges of agricultural water supply in the Republic of Belarus have been examined, leading to the development of a management system for the operation of facilities in the studied category. This system is based on economic, organizational, technical, and ecological aspects, taking into account state, public, and private interests, and it holds practical significance for the development of agriculture, construction, and water management.
