Abstract

The results of studies are given in terms of determining the essence of the category of small forms of farming in the agricultural sector. The approaches of various researchers were considered, the advantages and disadvantages of the functioning of this form of management were identified. The existing parameters of classifying business entities as small agribusiness in world practice were analyzed, as well as the existing system in the Republic of Belarus was considered.

Proposals are presented to improve the methodology for classifying territories as unfavorable for agricultural production by supplementing criteria and developing a new calculation procedure, as well as the distribution of budget expenditures for the agroindustrial complex by applying a differentiated approach. The novelty of the development lies in the comprehensive definition of criteria, taking into account the peculiarities of agricultural production in the regions of the country.

Abstract

State intervention regulation is a variable system, the effectiveness of which depends on the priorities of the state’s active intervention in the functioning of the market, in conjugation of the interests of market counterparties. They, in turn, follow from the current situation and strategic development objectives. When preparing the article, we proceeded from the fact that it is practically impossible to develop a universal scheme of intervention impact. This conclusion is confirmed, among other things, by studying the scientific literature – the recommendations of the authors have many distinctive features both in terms of the range of issues under consideration (commodity and price interventions, correction of export-import operations, state support, stimulation of scientific and technological progress, etc.), and specific conclusions attached to them. It is necessary to take into account many factors, the role of each of which individually is different in its significance, direction, strength and duration of impact, and in the aggregate forms unique combinations, the nature of the influence of which is very diverse.

In this regard, the paper gives recommendations in relation to the current situation, which takes into account integration processes, resource opportunities, and the potential for growth in demand for food on the world market. We took into account the developments of both Belarusian and foreign scientists, taking into account changes in the demographic situation, the unfavorable political background of trade with unfriendly countries, their results are critically rethought, on the basis of this, a complete author’s system of recommendations on key areas of state economic interventions in the agroindustrial complex is presented.

Abstract

The results of a systematic analysis of trends in the functioning of the baby food market in the Republic of Belarus, including the segment of specialized nutrition for children with metabolic disorders, are presented. The determining role of the state in ensuring food security of the children’s population and the development of its own production of children’s and specialized food products in the country is revealed. A set of indicators for assessing the availability of specialized products for children with phenylketonuria has been developed for implementation in the national food security monitoring system. The directions for improving the mechanism for the balanced development of the domestic baby food market have been identified.

Abstract

A functional model and mechanism for managing the balanced development of agricultural sectors at the national and regional levels have been developed, based on an end-to-end integrated system of goals, objectives and program-targeted tools. A methodological approach is substantiated, providing for a comprehensive assessment of the current state of the agroindustrial complex to identify imbalances and unused opportunities for the subsequent determination of a strategy for proportionate progress in agriculture, manufacturing and trade.

Abstract

The problem of high energy intensity of Belarusian dairy products in comparison with the main competitors, leading to their insufficient energy efficiency due to an imperfect methodological basis for assessing energy consumption, is considered. Scientific proposals have been formulated for adjusting the procedure for calculating the energy and resource saving indicator and modeling energy consumption parameters, allowing for systematic management of this process.

Abstract

The main causes of losses of material, time and labor resources in the production of agricultural products are identified. The necessity of implementing the concept of lean production for their prevention and reduction is substantiated. The classification of its methods and instruments depending on the tasks of the management system and types of reduced (optimized) costs is carried out. The strategy of cost optimization in obtaining agricultural products on the basis of the concept of lean production is developed.
