Key factors, principles and criteria for global and national food security

The research found that the process of ensuring global, regional and na­ tional food security for each individual country is shaped by two key directions in economic policy. On one hand, it’s the need to liberalize world trade and, on the other – the implementation of a paternalistic policy aimed at supporting national producers and pe­ ople’s purchasing power, promoting the products of some countries in the markets of others. In addition, factors determining the vulnerability of the domestic food market in countries have been identified: dependence on imports (not just of products but also of ingredients), the structure of food consumption, the degree of urbanization of territories, the high impact of global prices on domestic consumer and producer prices, the dependence of trade and distribution networks on world market prices, the dynamics of the real exchange rate, the extent of government support for national producers to smooth out economic difficulties and the effectiveness of measures to optimize internal social policy. The quantitative and qualitative composition of both the system of principles and the target criteria for balancing the agri­food market has been identified and interpre­ ted. The main criteria for maintaining and ensuring market and agro­industrial production balance have also been identified and defined.
