Organizational and economic model for sustainable development of large-scale agricultural production in the Republic of Belarus: methodology for assessing reserves and strategic planning

This article presents a comprehensive organizational and economic model for the sustainable development of large-scale agricultural production in the Republic of Belarus, based on a synthesis of microlevel diagnostics of internal reserves and macro-level strategic planning. The model was developed based on an analysis of the historical transformation of the country’s agricultural structure: from the Soviet centralized system to modern integrated agro-industrial entities. A key methodological tool is the assessment of the dependence of productivity (yield, milk yield, weight gain) on the level of variable costs, which allows for the identification of untapped reserves without the need for additional investment. Based on an analysis of data from large-scale agricultural organizations for 2010–2024, stable relationships were identified (particularly in dairy farming and grain production), which formed the basis for the development of the model.

The proposed model is focused on intensification rather than extensive expansion and does not envisage a reduction in livestock or land area at the macro level, consistent with food security objectives. It includes a system of functional dependencies for calculating revenue, costs, and growth potential for key commodity categories: milk, beef, pork, poultry, rapeseed, sugar beets, corn, and grains. The model has been tested at both the national and regional levels, confirming its practical applicability for targeted planning, digitalization of management, and the development of state agricultural policy.
