Stimulating localized import-substituting exports in the Belarusian agroindustrial complex: strategy and mechanisms

Abstract
This article substantiates and analyzes the model of stimulating localized import-substituting exports (SLISE) within the context of the agroindustrial complex of the Republic of Belarus. Drawing on comparative analysis, an assessment of international practices, and statistical data, the study reveals the essence of the SLISE model as a strategy that transforms classical import substitution from a defensive into an offensive paradigm. In this framework, the domestic market serves as a testing ground for technology and process refinement, rather than being the ultimate goal.
The research systematizes the model’s key characteristics, presents a cyclical algorithm for its implementation, and argues for the determining role of state institutions, as well as the necessity of embedding an export orientation at the stage of designing and modernizing production facilities.
