Обоснована и проанализирована модель стимулирования локализованного импортозамещающего экспорта (СЛИЭ) в контексте агропромышленного комплекса Республики Беларусь. На основе компаративного анализа, оценки зарубежных практик и статистических данных раскрыта сущность модели СЛИЭ как стратегии, трансформирующей классическое импортозамещение из оборонительной в наступательную парадигму, где внутреннему рынку отведена роль полигона для отработки технологий, а не конечная цель.
В результате исследования систематизированы ключевые характеристики модели СЛИЭ, представлен циклический алгоритм ее реализации, аргументирована детерминирующая роль государственных институтов и необходимость закладки экспортной ориентации уже на этапе проектирования и модернизации производств.
This article substantiates and analyzes the model of stimulating localized import-substituting exports (SLISE) within the context of the agroindustrial complex of the Republic of Belarus. Drawing on comparative analysis, an assessment of international practices, and statistical data, the study reveals the essence of the SLISE model as a strategy that transforms classical import substitution from a defensive into an offensive paradigm. In this framework, the domestic market serves as a testing ground for technology and process refinement, rather than being the ultimate goal.
The research systematizes the model’s key characteristics, presents a cyclical algorithm for its implementation, and argues for the determining role of state institutions, as well as the necessity of embedding an export orientation at the stage of designing and modernizing production facilities.
