   Представлены особенности функционирования отрасли семеноводства овощных культур в зарубежных государствах. Проанализирован показатель Access to Seeds Index, оценивающий семеноводческие компании стран Азии и Африки в соответствии с их усилиями по облегчению доступа к семенам улучшенных сортов для фермеров. Разработаны три модели реализации инструментов регулирования отрасли на уровне государств.

   The features of the functioning of the vegetable seed industry in foreign countries are presented. The Access to Seeds Index is analyzed, which evaluates seed companies in Asia and Africa in accordance with their efforts to improve access to quality seeds of improved varieties for farmers. Three models for the implementation of industry regulation tools at the country level have been developed.
